Abidjan, 06 Oct 2026 (AIP) – The Ministry of Animal and Fisheries Resources (MIRAH) has initiated the deployment of the Veterinary Health Data Collection Tool (OCI-SV) to strengthen early detection and response to animal diseases throughout the national territory.

The official opening of the training workshop on this tool was chaired on Tuesday 6 October 2026 in Abidjan by the Deputy Chief of Staff of MIRAH, Dougnon Manguy Gouébrini, representing the Minister of Animal and Fisheries Resources.

Dougnon stressed the need for a “modern, effective, dynamic and responsive” epidemiological surveillance system capable of ensuring reliable data collection, rapid real-time reporting and immediate analysis of health information.

In his view, the persistence of diseases such as small ruminant plague (PPR), bacterial coal, brucellosis, tuberculosis and contagious bovine peripneumonia is one of the main constraints to the development of livestock farming and to improving food security in Côte d’Ivoire.

The OCI-SV allows field veterinary agents to enter, transmit and visualize health data from a mobile application and web interface linked to a central database.

“Behind each completed sheet, each data transmitted, is the ability of our veterinary system to anticipate, intervene and protect the entire livestock value chain,” said the minister’s representative, inviting participants to fully appropriate the tool.

For his part, the Deputy Director of Animal Health Regulation and Information, Dr. Yao Kouadio Marc Alain, representing the Director of Veterinary Services and Animal Welfare, Dr. Kallo Vessaly, recalled that early detection of health events is a major issue, particularly in the face of diseases that may affect both animal and public health.

Prior to 2019, veterinary health data were collected and transmitted manually through paper reports from regional and departmental directorates. The rates of completeness and promptness were below 50% and 20%, respectively, limiting the ability of services to quickly detect households and organize an effective response.

Developed by the Project to Strengthen Epidemiological Surveillance of Veterinary Health Hazards (PRO DANGERS-Sanitaires), with the support of the Veterinary Services Directorate, the OIC-SV aims to improve this situation through the electronic and real-time transmission of data collected in the field.

The workshop, scheduled for two days, brings together 78 departmental directors of MIRAH. It follows training at the level of regional directorates and is intended to extend the use of the tool to all departments in the country.

The deployment of the OIC-SV is part of the MIRAH’s desire to strengthen its surveillance system on a sustainable basis and to make digital technology a lever for improving veterinary services, in particular to reduce the risk of spreading animal diseases and zoonoses.
